학교급별·시도별 소득효과 제거 사교육비의 변동추이

The fluctuation of the income effect removed private education expenditure by school level and province

이 연구는 통계청의 시도단위 명목사교육비 시계열로부터 소득변수의 효과를 제거한 시계열을 추출하여 학교급별·시도별 사교육비 시계열의 변동양상을 확인하는 것을 목적으로 한다. 연구에는 2007년에 처음 조사결과가 발표된 이래 2020년에 마지막으로 발표된 2019년 조사까지의 통계청 초·중·고 사교육비조사의 명목사교육비와 매 조사마다의 소득구간별 표본수 자료가 사용되었다. 통계청 사교육비조사 자료로부터 학교급별·시도별로 소득효과 제거 학생일인당 월평균 사교육비지수 시계열을 작성하고 그 결과를 비교하였다. 연구의 결과는 시도별 소득차이의 효과를 모두 제거하여도 시도별 사교육비에는 큰 차이가 있으며, 고등학교의 경우에는 동일소득 하에서 사교육비가 시도별로 최대 3배 이상 차이가 있는 것으로 나타났다. 이는 지금까지 사교육비에 가장 큰 영향을 미치는 것으로 알려진 개인의 소득수준이나, 사교육비 증가의 원인제공 요소로 지목되어 오던 전국단위 교육정책 이외에 사교육비 지출규모에 영향을 미치는 다른 중요한 영향요소가 있음을 의미한다. 사교육비에 대한 교육정책의 효과 분석을 위해서는 사교육비 시계열에서 소득효과 외에 자녀수와 자산효과가 추가적으로 제거되어야 할 필요성이 논의되었다.

The purpose of this study is to identify the fluctuations in the time series of income effect removed private education expenditures by school level and province. The study used nominal private education expenditures and sample size data for each income level of the National Statistical Office s private education expenditures survey from 2007 to 2019 by school level and province. The income effect was removed from the private education expenditure survey data and the average monthly private education expenditure indices were made. The results of the study show that even if all the effects of income differences by province are removed, there is a big difference in private education expenditure indices by province, and in the case of high schools, the indices differ by up to three times by province. This means that there are other important factors affecting the private education expenditures in addition to the level of income known to have the greatest impact on private education expenditure so far, in addition to the nationwide education policy, which has been cited as the cause of the increase in private education costs. In order to analyze the effect of education policy on private education expenditures, it was discussed the need to additionally remove the number of children and asset effects in addition to the income effect in the private education expenditure time series.
