Purpose This paper explores the possibility of R&D intermediate organizations pursuing open innovation in Korean SMEs and analyzes the functional features by which the organization must be equipped. Design/Methodology/Approach The government’s R&D support system is analyzed descriptively and functional features needed are presented to build an open innovation ecosystem for SMEs based on the ABCD strategy model. Findings First;in terms of agility;rapid grasp of technology development demand occurring in the field is needed. Accurate reflection of the needs by SMEs into government policies and alleviation of transactional cost occurring to participants in R&D projects are also needed. Second;in terms of benchmarking;it is necessary to develop unique business models for intermediate organizations. A proposal to the government for a specialized public R&D scheme where intermediate organizations play a key role can be an option taking into account the functional effectiveness of intermediate organizations in specialized R&D projects. Third;in terms of convergence;the functionality such as effective discovery of key participants for R&D projects;providing a connection network;facilitating communication and resource sharing among participants and structure-designing to promote voluntary participation of participants should be conceived. Fourth;in terms of dedication;the organization should be able to establish preliminary rules for performance distribution as well as provide a post-adjustment function for conflicts over performance distribution. Securing functions such as proactive technology protection and post-mortem relief devices also should not be overlooked. Research Implications For Korean SMEs to move into an open innovation ecosystem;an intermediate R&D organization which is equipped with proper functionalities should be activated as these serve as an effective medium to R&D projects.
