부산지역 대졸 니트(NEET)의 특성 및 결정요인 분석

Analysis on Characteristics and Determinants of NEET for Youth Graduates in Busan

본 연구는 청년실업의 주요 문제로 대두되고 있는 대졸 니트의 특성과 결정요인을 부산지역을 중심으로 분석하였다. 분석자료는 한국고용정보원의 대졸자 직업이동 경로조사(GOMS) 자료를 활용하였으며 연구방법은 이분형 로지스틱 회귀분석을 실시하였다. 최근 7년의 자료를 결합해 니트의 규모와 추이를 살펴본 결과, 부산지역의 니트 비중이 전국 및 수도권보다 상대적으로 높게 나타났다. 결정요인 분석결과는 남성(-), 4년제(+), 인문전공(+), 부모소득(-), 성적(-), 어학연수 경험(-), 직업능력개발 경험(-), 희망임금(-)인 것으로 나타났다. 부산지역의 특징은 4년제 대학 출신일수록 니트 확률이 높고, 어학연수 경험이 있을수록 니트 확률이 낮다는 것이다. 이러한 결과는 부산지역의 특성과 부합하는 청년 니트 지표의 구축과 청년정책 대상의 차별화가 필요함을 시사한다.

This study estimated the characteristics and scale of youth NEET, which is recognized as an important policy target at home and abroad, focusing on youth graduates in Busan, and analyzed what the determining factors of NEET are. According to an analysis of trends in youth employment indicators over the past 20 years using the data from the National Statistical Office(KOSIS) s economically active population survey, youth employment performance in Busan has been consistently lower than in the national and metropolitan areas. In addition, the Korea Employment Information Service used the GOMS(graduate occupational mobility survey)data, which combined the data over the past seven years from 2011 GOMS to 2017 GOMS, which were converted from panel data to cross-sectional data, to see the scale and trend of NEET. The analysis results showed that men (-), four-year university (+), humanities major (+), parents income (-), grades (-), language training experience (-), vocational training experience (-), and desired wages (-). In particular, in the case of Busan, the higher the probability of knitwear for graduates of four-year universities is different from the analysis by the national and metropolitan areas. In addition, the effect of language training experience, which reduces the possibility of entering NEET, was higher in Busan than in other regions. These results suggest that in order to overcome the youth NEET problem in Busan, it is necessary to establish indicators related to NEET that conform to the characteristics of the region and differentiate the policy targets.
