Public Attitudes Toward Financial Aid for Private Universities

이 연구는 문재인 정부가 추진하고 있는 ‘공영형사립대 정책’을 포함한 사립대 재정지원에 대한 시민들의 태도에 관한 것이다. 보다 구체적으로, 이 연구는 사립대에 관한 규범과 유용성 차원의 평가와 이념적 정향이 사립대 재정지원에 대한 시민들의 태도에 어떠한 영향을 미치는가를 분석하였다. 최근 실시된 ‘공영형사립대에 관한 시민의식 조사자료’를 이용한 분석결과, 이 연구는 사립대 운영의 투명성과 민주성, 사립대의 지역발전에 대한 기여도에 대한 평가가 긍정적일수록, 그리고 이념적 성향이 진보적일수록 공영형사립대 정책에 대한 시민들의 지지가 강하게 나타난다는 분석결과를 보여주었다. 이를 토대로 이 연구는 한국에서 사립대 재정지원정책을 성공적으로 추진하기 위해서는 고등교육에 대한 정부의 책임성에 대하여 공감대를 폭넓게 형성하는 것뿐만 아니라 사학 비리와 비민주적 경영의 근절 및 지역사회의 발전에 대한 기여를 통해 시민들의 지지를 얻으려는 사학 자체의 노력이 필요하다고 주장한다.

This study aims to identify what determines public support for governmental financial aid programs for private universities, including the ‘quasi-public universities’ (QPU) program initiated by Moon’s administration in Korea. Utilizing a public survey, this study examines how citizens’ evaluation of private universities on normative and utilitarian dimensions and ideological orientations affect their attitudes toward governmental financial aid programs for private universities. Empirical test results show that both positive evaluations of private universities in terms of transparent and democratic management and their contributions to regional communities and ideologically progressive orientations foster public support for governmental financial aid for them. Based on these findings, this study suggests that not only building a comprehensive public consensus on the governmental responsibility of cultivating private universities, but also promoting positive evaluation of private universities by eradicating illegal and non-democratic management of private universities and providing notable contributions to the development of regional communities are necessary for the success of governmental financial aid policies for private universities.
