어린이집 네트워크 카메라 실시간 송출에 대한 보육 교직원의 인식

Through a Daycare Center Network Camera Childcare Staff s Perception of Real-Time Transmission

본 연구는 네트워크 카메라를 통한 실시간 송출로 인하여 어린이집에서 촬영된 영상을 학부모가 가정이나 회사에서 컴퓨터, 스마트폰을 이용하여 실시간으로 자녀의 생활 모습을 확인할 수 있는 것에 대해 보육 교직원의 인식이 어떠한가를 분석한 연구이다. 이를 위해 정부세종청사 9개 직장어린이집에 근무 중인 현직 보육 교직원 350명을 대상으로 설문을 진행하였고, 이중 응답이 부실한 14부를 제외하고 326부를 빈도 분석하였다. 분석한 결과, 첫째, 근무하고 있는 어린이집의 네트워크 카메라 송출 시간대는 24시간이 가장 많았다. 둘째, 네트워크 카메라 송출에 적절한 시간은 오전 시간(9시~12시)이라는 인식이 가장 높았다. 셋째, 네트워크 카메라 송출장소와 송출장소의 적절성 여부에 있어서는 대부분 송출장소는 보육실, 놀이터, 현관 복도 등인 것으로 나타났다. 넷째, ‘네트워크 카메라 송출로 인한 인권 보호와 침해의 충돌에 대해 충분히 고려되지 않음’이라는 인식이 가장 높게 나타났다. 다섯째, 네트워크 카메라를 통한 실시간 송출 운영에 대한 느낌으로는 ‘강한 부담감이 느껴지고 행동에 제약을 받게 됨’이라고 하였다. 여섯째, 네트워크 카메라를 통한 실시간 송출에 대한 ‘부담감으로 인해 이직을 생각하신 경험이 있다’는 경우가 높게(77.8%) 나타났다. 일곱째, 네트워크 카메라를 통한 실시간 송출 운영으로 인해 영유아 안심 보육이라는 소기의 목적 달성은 ‘그저 그렇다’라는 인식이 가장 높게 나타났다.

This study analyzes the perception of nursery school staff about the fact that parents can check their children s life in real time using a computer or smartphone at home or company through real-time transmission through a network camera. This is one study. To this end, a questionnaire was conducted on 350 incumbent childcare faculty members who are working at nine workplace daycare centers in the government s Sejong government building, and 326 copies were frequently analyzed, excluding 14 copies with poor responses. As a result of the analysis, first, the network camera transmission time of the daycare center at work was 24 hours the most. Second, the recognition that the appropriate time for transmission of network cameras is the morning time (9 am to 12 pm) is the highest. Third, as for the appropriateness of the network camera transmission location and the transmission location, it was found that most of the transmission locations were nursery rooms, playgrounds, and entrance hallways. Fourth, the recognition that “the conflict of human rights protection and infringement due to transmission of network cameras is not sufficiently considered” was highest. Fifth, as for the feeling of real-time transmission operation through a network camera, he said, I feel a strong burden and I will be restricted in my actions . Sixth, a high percentage (77.8%) said that “there was an experience of thinking about leaving a job because of the burden” for real-time transmission through a network camera. Seventh, the recognition that just so is the highest achievement of the goal of safe childcare for infants and toddlers due to real-time transmission through network cameras.
