Study on Promotion of Cultural ODA of Asia Culture Center from the Perspective of Hub City of Asian Culture Project : Focused on Experience and Achievements from Myanmar ODA

아시아문화중심도시 조성사업은 2004년부터 시작된 대한민국의 문화 분야 최대 국책사업으로, 광주광역시를 아시아문화의 중심도시로 조성하여 국가균형발전 이루는데 그 목적이 있다. 정치권은 2015년 아시아문화중심도시 조성에 관한 특별법 개정을 통해 아시아문화중심도시 조성을 위한 공적개발원조(ODA) 사업을 시행할 수 있도록 함으로써, 국립아시아문화전당을 ODA 사업의 시행 기관이 될 수 있도록 하였다. 이러한 배경 아래 국립아시아문화전당은 지난 2018년부터 2020년까지 3년 동안 미얀마를 지원하기 위해 미얀마 종교문화부와 협력하여 문화역량강화 지원 ODA 사업을 시행했다. 이 ODA 사업의 세부 과업은 전국에 산재해 있는 미얀마의 문화자원들을 통합관리하기 위한 스마트 문화자원관리시스템 구축, 국민통합 및 지속 가능한 국가 발전을 위한 미얀마 문화 발전 마스터플랜 개발, 미얀마 종교문화부 관계자들의 역량강화를 위한 교육연수 프로그램 운영으로 구성되어 있다. 이 연구는 국립아시아문화전당의 문화 ODA 사업이 아시아문화중심도시 조성을 위한 맥락에서 기획되었다는 관점에서 문화 ODA 사업의 경험을 정리하고 그 성과 분석을 바탕으로 ACC형 문화 ODA의 방향을 제고한다. 국립아시아문화전당 내부 주요 프로그램인 아시아문화 조사연구 및 아카이브 구축, 국제교류협력 프로그램, 문화자원 기반 문화 콘텐츠 및 문화상품 개발 사업 등을 살펴보고 이와 연계하여 ODA 사업이 개발될 수 있는 가능성을 검토하였으며, 아시아문화중심도시의 성공적인 조성을 위해서 지역의 문화예술기관 및 대학과의 문화 ODA 사업 협력 가능성도 살펴보았다.

The Hub City of Asian Culture Project is the largest national project in the cultural field of Korea, which started in 2004 and aims to achieve balanced national development by establishing Gwangju as the center of Asian culture. Recently implemented national policies make it possible for the ODA project of Asia Culture Center through the amendment of the Special Act on the Creation of Hub City of Asian Culture in 2015, enabling the Asia Culture Center to become the implementing organization of the ODA project. Under the policy framework, the Asian Culture Center implemented the ODA project to strengthen cultural capacity in cooperation with the Ministry of Religious Affairs and Culture of Myanmar to support them for three years starting from 2018 to 2020. The detailed tasks of this ODA project are the following: the establishment of a digitalized cultural resource management system for the integrated management of Myanmar s cultural resources scattered throughout the country, the development of the Myanmar Cultural Development Master Plan for nation-wide integration and sustainable development, and capacity-building of officials from the Ministry of Religious Affairs and Culture of Myanmar. It consists of operating educational and training programs for sustainable reinforcement. This study focuses on the experiences and achievements of the cultural ODA project from the perspective of Asia Culture Center fulfilling as the Hub City of Asian Culture Project and fulfilling the direction of the ACC-type cultural ODA projects. The main programs of the Asia Culture Center, which consists of Asian culture research, archive construction, international exchange cooperation programs, cultural resource-based cultural contents and cultural product development projects, were reviewed and the possibility of developing ODA projects in connection with them was considered. For the successful establishment of the Hub City of Asian Culture Project, the possibility of cooperation in cultural ODA projects with local cultural and arts institutions as well as universities was also examined.
