행정중심복합도시 건설의 사회적 쟁점과 대안

우리나라의 지역간 불균형과 수도권 과밀 현상을 해결하기 위한 정책수단으로서 대두된 행정수도 이전정책은 헌법재판소의 위헌판결로 새 국면을 맞았다. 이것은 국가정책 결정에 있어 보다 신중한 접근이 필요하다는 것을 극단적으로 보여준 예이다. 따라서, 행정수도 이전을 대체하는 행정중심복합도시 건설은 그 효과와 부작용 및 문제점에 대하여 사전에 충분히 검토될 필요가 있다. 본 논문에서는 행정중심복합도시 건설 논의와 관련된 사회적 영향을 살펴보고 그 실질적 대안을 모색하려는 연구목적을 지니고 있다. 논문의 내용은 행정중심복합도시 건설과 관련된 기존의 쟁점 정리, 행정적․사회적 파급효과 및 대안을 다루고 있다. 행정중심복합도시 건설의 대안으로서는 국토균형발전정책, 단순한 분산이 아닌 진정한 지방분권화, 그리고, 마지막으로 정부기관분산의 가상 시나리오를 제안하고 있다. 본 논문은 일개 지역으로의 분산을 가져오는 행정중심복합도시의 건설보다는 지방분권화가 국토균형발전의 실질적 효과가 클 것이라고 주장하고 있다.

The idea of relocating the capital city of Korea was completely overhauled by the injunction of the Constitutional Court. This judgment suggests lots of things to the Korean government which is now ready to give a spin to the original idea. Most important is the lesson that policy-makers should approach policy ideas with more caution. After summarizing the pros and cons of the current policy, construction of the new public administration-oriented city, this article analyzes both the administrative and the social impacts of the policy. The paper proposes a three-way system that could replace the original idea: balanced development of the homeland, political and administrative devolution, and the movement of the selected administrative departments. The research suggests that a new paradigm is in need.
