지방정부 GIS구축의 효율성 분석에 대한 연구

An Analysis of the Efficiency of Geographic Information Systems in Local Government

우리나라는 1995년 제1차 국가GIS기본계획(1995-2000) 수립이후 현재까지 제3차 국가GIS 기본계획(2006-2010)을 토대로 GIS를 구축하고 있다. 현재 모든 지방자치단체에서 GIS를 도입할 정도로 관심의 폭이 확장되었다. 응용시스템의 다양성에는 차이는 있지만 16개 광역자치단체와 232개 기초자치단체가 모두 GIS를 구축하였을 정도로 GIS를 행정업무에 활용하고 있다. 그러나 최근에는 광역지방자치단체와 기초지방자치단체간 GIS성과에 대한 격차가 존재하는 것으로 나타나고 있으며, 향후 이러한 문제는 예산 및 지방정부의 수준에 따라 격차가 심해질 것으로 판단하고 있다. 이러한 관점에서 지방자치단체의 수준간 GIS 효율적 구축 수준은 어느 정도인지, 만약 차이가 있다면 어떠한 요인에서 어느 정도 차이가 나는 것인지를 분석하는 것이 매우 중요하다고 할 수 있다. 분석결과를 요약하면 다음과 같다. 첫째, 지방자치단체의 수준간 GIS 효율적 구축여부를 분석한 결과 광역지방자치단체가 기초지방자치단체에 비해 대시민서비스, 즉 의사결정 효율성이 상대적으로 높은 것으로 나타났다. 본 연구는 GIS의 효율적 구축에 대한 기존 이론을 우리나라에 적용가능하다는 이론적 함의를 얻을 수 있었고, 분석결과는 향후 우리나라의 지방정부간 GIS격차를 완화하는데 필요한 정책대안으로 활용할 수 있다는 정책적 함의를 도출하였다는 데에서 의의가 있다.

The Geographic Information System has emerged since 1996 in some local government and the central government started paying attention on it since the First National GIS Master Plan(1995-2000). After then, the third phase National GIS projet in undergoing following the Third National GIS Master Plan(2006-2010). To date, the local governments have built GIS as well as the application system and enhanced the efficiency of administration and civil services considerably. But, there are concerns of a widening gap in GIS construction level between local governments. This article aimed at systematically analyzing the efficiency of GIS level of local governments, addressing the GIS divide. As a result of analyzing the survey results, the efficiency of GIS has devided between the administration hierarchy. The gap in the local government s GIS level is wide, considering the determinants of the efficiency of GIS. The level of metropolitan city and provinces showed more advanced than general city in decision making efficiency. In terms of academic outcomes, The major implications of this research was provided the basic data for establishing GIS policies for the local governments.
