Immigrants and the National Security: A study of Philippines’ territorial claim to Sabah, Malaysia

세계의 많은 지역에서 다양한 이유로 갈등과 분쟁이 끊이지 않고 있고, 이들 갈등과 분쟁의 원인들은 다양하고 복잡하다. 중동이나 아프리카, 그리고 동유럽 지역뿐만 아니라 동남아시아 지역 역시 이 문제에서 자유롭지 못하다. 동남아시아의 국가들은 세계 제2차 대전 후에 식민지에서 벗어나 초기의 혼란을 극복하고 대부분 경제개발의 단계에 있다. 또한, ‘아세안’(ASEAN)이라는 지역연합체를 구성하여 지역 내의 공동발전과 우호증진을 위한 발걸음을 시작하였지만 회원국 간에 서로 다른 이해관계로 지역의 안보(Security)와 관련한 이슈를 만들어 내고 있다. 말레이시아는 1957년 말레이반도를 중심으로 영국의 식민지배에서 독립한 후, 브루네오(Brunei) 섬의 두 개의 주(Sarawak and Sabah) 지역을 말레이시아 연방에 귀속시켰다. 사라왁과 사바지역은 역사적으로 인도네이시아/필리핀과 밀접한 관련이 있는 곳으로, 이 지역이 말레이시아 연방에 편입될 당시 인도네시아와 필리핀의 강력한 반발이 있었다. 이후, 비교적 안정을 유지하던 이 지역이 최근 들어 갈등과 분쟁이 속출하면서 지역문제를 넘어 말레이시아의 안보를 위협하는 요인으로 부상했다. 본 연구는 동남아시아에서 가장 뜨거운 이슈로 부각된 말레이시아–인도네시아–필리핀 간의 갈등과 분쟁을 다루었다. 이들 3개국 간의 갈등의 도화선이 된 사바(Sabah) 지역의 불법이민자 문제를 안보와 관련하여 연구를 진행하였다. 필리핀과 인도네시아의 불법이민자들이 야기한 문제가 어떻게 사바지역의 안보를 넘어 말레이이시와 필리핀 간의 갈등으로 발전하였는지, 그리고 필리핀의 사바 지역에 대한 반환요구가 어떻게 말레이시아(특히, 사바)의 안보를 위협하고 있는지를 중심으로 살펴보았다.

In recent years, international immigrant has been a growing body of literature within political sciences and international relations. The international immigrations brought Malaysia up against serious difficulties nowadays. Particularly, there is a crisis over the subsistence in Sabah of Malaysia. This article seeks to understand how immigration in Sabah became a national security issues. Considerable attention has been given to discourse that have been taking place among elites, political leaders, in Sabah in order to provide a clear picture of the issue of migration and security in Sabah. Therefore, this article focuses on the ‘discourse of danger’ due to the presence of tens of thousands of Filipino migrants with particular reference to the Philippines’ territorial claim to Sabah. This article also shows how actors engage in multiple discourses and rhetoric to link immigrants with national security in order to generate fear among people of Sabah, and at the same time the federal government reacted with the issue and used it as a tool for the pressured people.
