In Search of Reconciliation between Excellency with Equity in Korean Educational Policies

이 논문은 우리나라 교육정책에 있어서 수월성과 형평성의 조화를 이루는 일이 매우 주요하다는 논거를 제시하고, 이를 위해 필요한 이념설정과 거버넌스구조, 그리고 주요한 정책사례를 논의하였다. 이 논의를 위해 우선 수월성과 형평성의 상대적 비중을 결정하는 데 영향을 미치는 주요 변수를 살펴보고, 이어 양자의 조화를 지향하는 거시적 정책방향을 검토한 후, 양자의 조화를 모색한 교육정책 사례(고교 평준화, EBS 수능방송과 인터넷 서비스, 교육복지투자우선지역)를 논의하였다. 이어 결론에 대신하여 교육발전협의회를 제안하고 있다.

This article seeks to provide a rationale for reconciliation between excellency with equity in formulating educational policies. It discusses key factors behind the way excellency and equity are reconciled, such as ideology, governance structure, and educational policy regime. Also, it provides successful cases regarding macro-level policy direction and micro-level policies as well. High school equalization, EBS Korean SAT broadcasting and E-learning, and geographically-targeted educational welfare investment are detailed in the case section. Finally, the concluding section proposes the necessity and function of a social concertation body, the Council for Social Concertation in Educational Development.
