The Political Environment of Public Organizations: A Critical Review and Directions for Future Research

본 연구는 공공조직과 정치적 환경의 관계에 관한 기존 연구를 비판적으로 검토하였다. 먼저 관련 연구를 크게 두 가지 유형으로 구분하여 분석하였다. 첫 번째는 ‘하향식’ 접근방법을 취하는 연구이다. 이 유형의 연구는 공공조직의 정치적 환경을 구성하는 정치인들의 관점에서 양자 간 관계를 분석하며 공공조직의 통제에 주된 관심을 둔다. 두 번째는 ‘상향식’ 접근방법에 기반을 둔 연구로서 공공조직과 그 구성원들의 관점에서 정치적 환경과 그 구성요소들을 분석한다. 이러한 연구는 정치적 환경을 공공조직이 미션 달성을 추구하는 과정에서 다루어야 하는 제약요인 혹은 기회요소로 바라본다. 본 연구는 각 유형별로 연구 현황 및 주요 특징을 파악한 후 장점과 한계를 비판적으로 분석·평가하였다. 이를 바탕으로 본 연구는 공공조직과 정치적 환경의 관계를 보다 체계적으로 연구하기 위해 필요한 과제와 향후 연구 방향을 제시하였다.

This study critically assesses the current state of knowledge of the relationship between public organizations and their political environments. Through a comprehensive review of the relevant literature, the study identifies two major approaches to the topic: a ‘top-down’ approach and a bottom-up approach. The former is interested in ensuring democratic control of the bureaucracy, which is a primary concern for elected officials and other political entities.The latter, on the other hand, looks at the political environment from the perspective of public organizations and their managers, considering it mainly as a source of constraints but also as opportunities in accomplishing their missions. Then the study presents a critical evaluation of these two approaches and identifies their contributions to and limitations in the understanding of the political environment of public organizations. By doing so, the study suggests what we know, do not know, and need to know for a better understanding of how the political environment relates to public organizations and their management. Lastly, it concludes by suggesting directions for future research.
