사회복지조직의 창의성에 관한 탐색적 연구

Creativity among Community-Based Social Service Organizations: A Qualitative Case Study in South Korea

본 연구의 목적은 한국의 사회복지현장에서 수행되어 온 사회복지프로그램들 중 창의적이라고 판단되는 사례를 발굴하여 이들 프로그램의 특성을 규명하고, 이러한 창의적 프로그램을 가능하게 한 조직요인은 무엇인지 탐색하는 것이다. 사례발굴을 위해, 최근 언론 보도자료 497건과 사회복지 공동모금회, 서울복지재단, 경기복지재단의 우수사례집 180건을 검토하였다. 독창적이고 우수한 사회복지프로그램으로 평가된 10개의 사례를 1차적으로 선정한 후, 최종적으로 3개의 사례를 조직의 창의성 측면에서 분석하였다. 이들 3개 사회복지 프로그램은 먼저 사례집을 중심으로 내용분석이 시도되었고, 해당 기관의 관리자 혹은 담당자 5명과의 심층인터뷰를 통해 보완되었다. 또한 인터뷰는 어떠한 조직적 요인이 창의적 프로그램을 가능하게 했는가를 탐색하기 위한 목적으로도 시도되었다. 분석결과, 사회복지조직의 창의성은 서비스 질과 클라이언트의 만족도 향상을 위해 반드시 필요한 개념으로 나타났다. 또한, 주제 분석 결과, 사회복지조직의 창의성을 촉진시키기 위해서는 ‘최고관리자의 창의적 리더십’, ‘창의성 촉진 및 동기부여를 위한 조직 내부지원 프로그램’, ‘유연한 사고를 허용하는 조직풍토’의 세 가지 주제가 확인되었다. 분석결과에 기초하여 사회복지조직의 창의성을 촉진하기 위해 고려해야 할 조건들을 논의하였다.

The purpose of this study is to investigate creative social service program and factors affecting organizational creativity among community-based social service organizations (CBSSO). For the study purpose researchers selected three out of ten CBSSO’s which had been known to be successfully creative social service programs. For the selection, nationwide press release as well as casebooks published by Community Chest of Korea, Seoul Welfare Foundation, and Gyeonggi Welfare Foundation, were examined. A qualitative case study was conducted by in-depth interviewing four middle managers and one senior social worker among CBSSO’s. One of findings indicates that the meaning of creativity among middle managers and/or social workers appears to be necessary for clients’ service satisfaction as well as better social services. They also argue that social workers should be creative for more responsive service provision, and what is accountable. After a series of categorizing, reassembling, analyzing, and patterning the interviewed contents, researchers conclude that at least three factors are influencing on organizational creativity such as leadership, organizational climate, and compensation programs.
