지방자치단체 정책지식생산네트워크에 대한 탐색적 연구

An Exploratory sutudy on Network of policy knowledge production: Focusing on suppliers and consumers of policy knowledge ecosystem

본 연구의 목적은 정책지식 창출과 흐름에 있어서 정책지식공급자와 수요자간의 관계를 탐색적으로 살펴보는 것이다. 정책지식의 창출과 흐름을 생태계적 관점에서 살펴보기 위해서 지방자치단체 차원에서 기관 간의 관계에 주목하였으며, 정책지식이 어떤 기관에 의해 생성되고, 어떤 지역에 위치한 기관에서 생성되는지분석하였다. 본 논문에서는 지방자치단체가 발주한 정책학술용역(2013-2015년)을 중심으로 연구주제와 연구수행자가 위치한 지역의 네트워크관계를 분석하였다. 분석결과 지방자치단체 차원에서는 지방연구원과 대학에서 생성되는 지식이 가장 많아, 이들이 지방자치단체가 요구하는 지식을 생산하는 주요 주체임을 확인할 수 있었다. 정책지식의 연구주제는 산업중소기업, 일반공공행정, 문화체육관광, 지역개발 순으로 나타났으며, 정책이 주로 생성되는 기관이 위치한 지역은 서울, 대구, 경기, 제주 등임을 확인하였다. 본 연구는 그동안 연구가 미흡했던 지방정부의 정책결정에 중요한 영향을 끼치는 정책지식의 창출과 수요의 흐름을 정책학술용역 데이터를 바탕으로 실증적으로 분석했다는 점에서 의의를 지닌다.

The purpose of this study is to examine the relationship between suppliers and consumers in the creation and exchange of policy knowledge at the level of local government. This study focuses on the relationship among local agencies and analyzes the regional network of policy knowledge creation and exchange by examining the policy research services conducted by local think-tanks between 2013 and 2015, which were commissioned by local governments. The analysis shows that local public think-tanks and universities mainly created policy knowledge, which indicates that they are the main agents for policy knowledge and ideas local governments frequently refer to. The research subjects of policy knowledge local government asked for were in the order of frequency as follows : industry/small businesses, general public administration, culture, sports and tourism, and community development. Also, it was found that the agencies which supplies with policy knowledge are located in Seoul, Daegu, Gyeonggi, and Jeju.
