정당 싱크탱크의 다양성과 유형화

Varieties and Typology of Party Think Tanks: Party Think Tanks in Advanced Democracies and Policy Research Institutes in Korea

본 연구는 한국의 정당 정책연구소가 정당정치의 발전에 기여하는 역할을 수행하기 위한 정당싱크탱크의 새로운 모델의 가능성을 탐색하고자 한다. 이를 위해 다양한 서구 선진민주주의 국가들의 정당 싱크탱크들을 독립성과 영향력이라는 두 가지 차원을 통해 유형화한다. 다음으로 선진 민주주의 국가의 다양한 싱크탱크에 대한 사례분석을 통해 정당 싱크탱크의 역할과 기능을 이해한다. 특히 고전적인 정당 싱크탱크의 모델로서 미국과 독일의 사례와 함께 영국과 미국에서 새롭게 시도되고 있는 새로운 정당 싱크탱크의 실험들이 포함된다. 그리고 중앙선거관리위원회가 발간한 2014년도 정책연구소 연간 활동실적 분석집 현황보고를 통해 한국 정당정책연구소의 문제점을 비교적 관점에서 이해한다. 마지막으로 한국 정당 정책연구소의 제도적 한계를 극복하기 위한 과제들과 함께 새로운 정당 싱크탱크 모델의 가능성을 탐색할 것이다.

This research aims to search measures the Korean policy research institutes can take in order to carry out the roles that suits its establishment purpose. Based on the Policy Research Institute Analysis of Annual Activity in 2014 published by the National Election Committee in Korea, we analyze the current status of the policy research institutes through main indicators such as their annual budgets and sub-organizations. Then, we categorize the various party think tanks in the advanced democracies into four types of party think tanks, including not only the classical models of think tanks in Germany and the US, but also the new types of think tanks emerging in the UK and the US. Lastly, we suggest effective ways to overcome institutional limits and invigorate the activity of policy institutes in Korea.
