복지국가 유형화 논의의 현단계와 그 이론적·정책적 함의

The Current Status of Welfare State Typology Debate in Korea and its Theoretical and Policy Implications

이 문헌연구 논문(review article)의 목적은 1990년대 이후 활발하게 전개되어온 복지국가 유형론에 관한 국내외 문헌을 체계적으로 검토함으로써, 그 이론적·실천적 유용성을 최대화하는 데 기여하는 것이다. 먼저, 국제학계에서 본격적인 복지국가 유형화 논의를 촉발한 에스핑-앤더슨의 유형론과 그를 둘러싼 비판과 반론을 살펴볼 것이다. 다음으로 에스핑-앤더슨 이후 복지국가 유형 논쟁이 이론적, 방법론적으로 어떻게 변화했는지 정리한다. 이어 한국에서 그간 유형론적 시각에서 진행된 복지국가 성격논쟁을 논의한 후, 복지국가에 대한 유형론적 접근의 함의와 유용성을 제시할 것이다. 복지국가 유형화의 이론적 이점은 그것이 비교연구의 준거틀로 기능함으로써 궁극적으로 이론 형성에 기여할 수 있다는 것이다. 복지국가 유형화의 실천적 유용성은, 복지체제가 상호보완성을 가지고 연결된 제도들의 복합체라는 것을 이해한 상태에서 일관된 전망 하에 모순이나 중복이 없는 복지국가를 만들어 갈 수 있게 해 준다는 것, 그리고 복지국가에 대한 체계적 이해를 도와 사회적 합의를 구축할 수 있게 해준다는 것이다.

The purpose of this review article is to provide a systematic overview of the welfare state regime literatures since 1990s so that it can contribute to further scholastic discussion and policy-making, particularly in Korean context. First, this paper outlines Esping-Andersen s typology which ignited welfare state modelling business in a new context, and it presents the criticisms Esping-Andersen received and his reponses to them. Second, the paper gives an overview of alternative welfare state typologies and summarizes theoretical and methodological developments achieved by these different approaches. Finally, the paper reviews the debates on the nature of the Korean welfare state from the perspective of welfare regime typology, and examines the implications of the typology approach and its theoretical and practical benefits in Korean context.
