포퓰리즘의 이해와 이재명 현상에 대한 시론적 논의

An Exploratory Discussion on Lee Jae-myung Phenomenon and an Understanding of Populism

포퓰리즘과 포퓰리스트들의 대두와 득세는 글로벌 현상이다. 제도권 정치에 대한 국민의 불신과 정치혐오, 좌우 복지포퓰리즘 공약의 남발, 최순실-박근혜 게이트 정국에서 대선후보들간 강경노선 경쟁 등을 볼 때, 우리나라에서 포퓰리즘 등장 가능성은 매우 크다. 포퓰리즘과 포퓰리스트들의 급부상 가능성은 한국 민주주의의 발전과 성숙을 위협할 뿐만 아니라 민심의 향방을 가늠하는 이후 선거의 정치구도와 공약경쟁에도 악영향을 미칠 가능성이 매우 크다. 하지만 현실정치에서 포퓰리즘과 민주주의, 포퓰리스트와 민주주의자를 구별하기가 쉽지 않다. 본고의 목적은 포퓰리즘과 민주주의, 포퓰리스트와 민주주의자의 차이를 이론적 논의를 통해 엄밀하게 구분하고자 하며, 이러한 이론적 구분논의에 맞춰 최근 언론에서 포퓰리스트 논쟁을 불러일으키고 있는 대권주자로서 이재명의 정치행태와 급부상 원인을 구체적으로 분석하고자 한다. 결론적으로 본고는 이재명의 주요한 정치적 행태가 1)적과 우리의 이분법으로서 법 위의 사회주의 성향의 급진정책을 추구해왔다는 점, 2)대의정치와 정당보다는 국민직접정치와 SNS 매개로 인민호소를 추구해왔다는 점, 3)숙의와 토론보다는 선동을 통한 단순화를 추구해왔다는 점, 4)주류정치에 반대해온 아웃사이더 기질과 카리스마적 성향이 있다는 점 등을 근거로 좌파 포퓰리스트로 분석하고 있다.

The rise and fall of populism and populists is a global phenomenon. the possibility of the emergence of populism and populist in Korea is very high when we look at the distrust of the people and the political loathing on the institutional politics, the stigma of the pledge of welfare populism in the left and right, and the hard line competition between presidential candidates appearing in the politics of Choi Soon-sil-Park Geun-hye Corrupt scandal. the prospect of populism and populist emergence not only threatens the development and maturity of Korean democracy, but it also has a great possibility of adversely affecting the politics and competition of the 19th presidential election. but in real politics it is not easy to distinguish populism, democracy, populists and democrats. the purpose of this article is to clarify the difference between populism, democracy, populist and democracy through theoretical discussion, in accordance with these theoretical discussions, this paper will specifically analyze the causes of Lee Jae-myung s political behavior and the emergence of rapid emigration that have caused populist controversy in recent media. in conclusion, this paper argues that Lee Jae-myung s major political behaviors have pursued a radical policy of socialist tendency toward law as the dichotomy between the enemy and our dichotomy, and 2)pursued popular appeal through popular politics and SNS rather than political and political parties, 3)the pursuit of simplification through agitation rather than deliberation and discussion, and 4)the presence of outsider temperament and charismatic opposition to mainstream politics as a left populist.
