정책수단에 따른 문화예술인의 활동 만족도 분석

Analysis of the Satisfaction of Activities of Artists Based on Policy Instruments: Toward Setting Right Direction of Participation

본 연구의 목적은 창작, 실연과 같은 문화예술인들의 활동 만족도에 영향을 미치는 정책수단을 분석하는 데 있다. 특히 본 연구는 전통적인 문화예술정책의 수단인 규제와 지원 외에도 문화예술계의 참여가 정책수단으로써 갖는 영향력을 검토하였다. 2006, 2009, 2012 문화예술인실태조사를 바탕으로 순서형 로지스틱 회귀분석을 실시한 결과, 문화예술인들은 자신들의 활동에 제약을 거는 규제가 낮다고 인식할수록, 그리고 활동에 대한 지원이 높다고 인식할수록 스스로의 문화예술 활동에 만족하였다. 반면, 정책 결정과정에서 문화예술인들의 의사가 반영되는 참여에 대한 인식은 문화예술인의 활동 만족도에 영향을 미치지 않았다. 위 결과가 나타나게 된 가장 큰 이유는 문화예술계에 퍼져있는 정실주의와 적폐, 소수의 문화 엘리트들에 의해 좌지우지되는 문화예술정책의 불공정한 의사결정으로 인해 정책 과정에서 참여가 갖는 순기능이 제대로 발휘되지 못한 현실적 상황에서 비롯됐다. 이에 본 연구는 문화예술정책 분야에서 올바른 참여 수단의 활용을 위해 개인적, 조직적, 환경적 차원에서 참회적, 통제적 제도, 그리고 숙의적인 문화의 개혁 방향 설정이 중요함을 주장한다.

The purpose of this study is to analyze the policy instruments which influence artists’ satisfaction from their activities such as creating and performing based on Survey Report on Artists & Activities in South Korea. In particular, this study examines the influence of policy instruments which include traditional instruments of culture and arts policies, regulation and support, as well as an indirect policy instrument, participation of artists in policy making. The result of the ordinal logistic regression analysis based on surveys in 2006, 2009, and 2012 was statistically significant that the lower the regulation and the higher the support, the more satisfactory from the activities of artists. Participation, on the other hand, did not affect the satisfaction level of artist activities. This result suggests that participation of general artists in the process of policy making and execution of it in cultural arts field may not be an instrument to reach effective development of cultural arts. This study, however, recognizes other problems of substitutes for participation, for example, the problem arising from representative committee or small group of experts. Consequently, it proposes a new form of participation where representatives, experts, and general artists can collaborate, discuss, and make good policies for artists.
