일본의 ‘관계인구(関係人口)’ 개념의 등장과 의미, 그리고 비판적 검토

The Emergence of Relational Population Concept in Japan and its Meanings

본 연구는 최근 일본 내에서 새롭게 등장하여 정책 등에서 활용되고 있는 관계인구 개념을 정리하고검토하는 것을 주목적으로 하고 있다. 관계인구 개념은 먼저 타카하시 히로유키, 사시데 카즈마사, 타나카 테루미 등 현장 활동가들의 저널리즘적 제언과 야마니시현과 같은 지자체의 인구대책 속에서 처음으로 나타났다. 이를 통하여 지역에 활력을 불어넣기 위해서 반드시 지역에 정주인구를 늘릴 필요는 없다는 발상이 등장하였다. 단순히 숫자로서 지역의 인구보다는 지역에 대한 관심도가 더욱 중요하다는 것이다. 이어서 농학자인 오다기리 토쿠미에 의하여 관계인구는 하나의 개념으로 정리되고 이론화되기 시작한다. 오다리기는 관심과 관여라는 두 가지 축을 설정하고 완전한 무관심과 정주 사이에 존재하는 다양한 관계인구 층을 고려해야 함을 강조하였다. 일본 정부는 오다기리를 일본의 지역정책, 인구관련 정책을 검토하는 좌장으로 임명하였고, 현재 일본에 있어서 관계인구라는 개념은 지역활성화, 인구대책의 중요한 키워드로서 취급되고 있다. 이러한 관계인구 개념은 지역과의 관계성에 주목하였고 관계의 다양성을 인정하였다는 점, 그리고 지역은 이러한 다양성을 포용하기 위한 역량을 길러야 한다는 것을 강조한 점, 최종적 목표로서 정주인구의 증가를 위해서도 정책타깃을 분명히 할 수 있게 된 점, 기존의 지역활성화 활동들을 재평가할 수 있게 된 점에서 의의를 가진다고 할 수 있다. 하지만 아직 등장한 지 얼마 되지 않은 개념이기에 비판적으로 검토해야할 부분도 물론 존재한다. 기본적으로 도시와 농촌이라는 두 지역 간의 관계에만 주목하고 있다는 점, 관계성에 대한 개념이 너무 광범위하다는 점, 정책이 일률화 될 가능성이 있다는 점 등이 바로 그것이다. 현재 한국사회도 인구문제가 점점 더 심각해지고 있는 상황에서 일본의 관계인구 개념을 고찰해볼 것을 제언하며 마무리하고 있다.

The present study focuses on relational population concept. The relational population concept is based on proposals made by activists and journalists. Activists like Takahashi, Saside, Tanaka, and so on, claim that it is not necessary to increase the number of residents for regional revitalization. Following these predecessors, the agronomist Odagiri proposed the relational population concept and theorized it. Odagiri sets concern and involvement as the two axes and emphasizes that attention must be given to relational population which exists in diversified horizons between indifference and residence. Odagiri has been appointed as the supervisor by the Japanese government to review regional policies and population policies. At present, the relational population policy is taken as the key to regional revitalization and demographic policies. The relational population concept consists of the following four points: ①turn attention from the existing residential population concept to the idea of diversified relations with a region; ②the region also try to embrace diversification; ③propose concrete policy targets for the final goal of residential population increase; ④make a criterion for the reevaluation of existing activities for regional revitalization. However, the relational population concept has just been proposed and should be, at least partly, critically reviewed. Firstly, the concept is based on the relation between the country and urban areas. Secondly, the term relation is too broad and ambiguous. Thirdly, the concept may lead to undifferentiated policies in practice.
