This study aims to capture implications on the sustainable urban development in the U.S.A by analyzing the Downtown Development District Program of the Delaware state. And the results are as follows. First, The synergy effect of each project was maximized by way of linkage development system of commercial core and downtown neighborhoods. Second, The key point of the DDD is the incentives which induce private investment. Various public incentives have been provided to private sector including the DDD rebates, permit process reform and special zoning districts etc. Third, The stakeholders have organized the governances. And they have worked together throughout all stages from the determination of the DDD boundaries to the process of each project in DDD. Forth, District plan of DDD has been adopted with related plans - comprehensive plan, state spending strategies, land use regulations and existing overlay districts etc. The implications of Delaware DDD Program imply the concept of sustainability. The synergy effect has been maximized by the linkage of the individual projects and the effectiveness and vitality of the projects have been improved by participation of local people. The implications of Downtown Development District Program are needed to consider for improvement of urban development system in Korea.
