북극해항로 항해 선박의 쇄빙지원비 보험부보 가능성에 대한 연구

A Study on the Possibility of Insurance Covering the Ice Breaking Cost of Arctic Shipping Route

기후변화로 항해가 가능해진 북극해항로는 기존 항로 대비 많은 불확실성을 가지고 있다. 북극해항로를 항해하는 선박에 부과되는 보험료의 결정은 선박의 선종, 내빙등급, 항해시점 등 다양한 요인에 의해 결정된다. 북극해항로 항해 선박에 대해 이루어지는 쇄빙지원비는 쇄빙지원이 실제로 이루어지는가의 여부에 따라 결정되며, 이는 선사 입장에서 북극해항로 항해의 경제성분석을 어렵게 한다. 본 연구는 쇄빙지원비를 보험에 부보하는 방안을 제안한다. 기존 북극해항로 항해 선박에 부과되는 보험료와 쇄빙지원비를 분석하면서 쇄빙지원비를 기존 보험료에 부과하는 방안을 제시한다. 쇄빙지원비를 보험료로 취급한다면 북극해항로의 경제성분석을 효과적으로 할 수 있으며 이는 북극해항로의 장기적 활용을 가능하게 할 것이다.

Purpose : This study aims to find a way for carriers to conduct a more thorough economic analysis for arctic shipping before embarking on the actual arctic voyage. Research design, data, methodology : Economic analysis papers and documents regarding the Arctic shipping are analyzed. Results :Insurance premium for Arctic shipping are unclear and icebreaking fee may not be payed. Because the icebreaking fee is fixed after finishing the Arctic voyage, the cost of icebreaking service for the Arctic shipping route is determined by whether the icebreaking service is provided or not. Conclusions :This study proposed a plan to treat icebreaking cost as insurance premium while analyzing insurance premium and ice-breaking cost for ships voyaging on the Arctic shipping route. Thus, the study will enable the stable development of the Arctic shipping route and effective economic analysis of the route.
