Since 1978 grain production in China has increased significantly and food production has more than doubled from 304.7 million tons to 616.5 million tons. In particular, corn production remarkably increased from 55.95 million tons to 219.55 million tons in 2016, which was about 4 times lager than that of the previous year. The significant increases in grain production have been widely recognized as effects of two policies in place, which were the Household Responsibility System and the Market Price Policy adopted by the Chinese government. We measured the total effects of the two policies and the net effect of each policy on production, with the method of comparing the productivities of different plots managed by the same farmer who operated his plots under the old system and the new system at the same time. The results show that the two new policies, combined, affected significantly on corn production in China and that among them the Household Responsibility System dominated the total effects.
