(A Study on the Income Redistribution Model for the Direct Payments Program)

The income redistribution and equity issues are becoming more increasingly important with a drastic reform measure for the direct payments program (DPP) put in force in Korean agriculture. The income redistribution aspects of the DPP which has newly introduced the regressive payment scheme last year are theoretically examined. Also, the method of designing an empirically applicable regressive payment model is developed. Within a normative economics framework using social welfare function, the problems of redistribution through the newly introduced DPP are conceptually examined, so as to provide some desirable future policy directions to resolve the income inequality and polarization in rural society. It is suggested that the degree of regression in payment be enhanced through the developed payment model and that the overall DPP budget be substantially increased.
