This study aims to find implication of rule of comprehensive-type sports club as social economic organization through comparative analysis between Korea and Japan. The result shows that the policy of comprehensive-type sports club in Japan presupposes and depends on community organization but the policy in Korea does not presuppose and depend on it. Thus the case of in Korea, when developing policy for comprehensive-type sports club as social economic organization, it is needed to expand public involvement includes vulnerable people’s participation by collaboration with other social economic and relevant laws. Especially local government should develop the index for the aged and disabled people related with comprehensive-type sports club as public service. It organizes consistent governance of private sector partnerships and local government for citizens.
