It is notable that the institutional structure of local government in the UK has been a relatively stable feature of governance across the world for over a century. This article, based on the UK experiences on collaborative systems between local governments, aims to identify examples of local governments working in successful collaboration with partners to strengthen leadership; deliver savings; and achieve better outcomes, to build a causal diagram relevant in local government collaboration, to analyze causal relationships among variables affecting successful collaboration between local governments, and to explore the potential range of new governance and delivery models, using system dynamics approach. The variables included in the analysis are cost savings effect, local government chief’s positive attitudes towards collaboration, and other related variables. The policy scenarios constructed in this analysis show that partnership level between local governments may sensitively vary depending on changes in collaborative pattern, and also provide information about how to make collaboration between local governments a success.
