A Study on the Basic Principles of Saemaul Undong and Its Value Structure for Global Sharing: Focusing on the Theories of 1970s Saemaul Undong and 2010s Global Saemaul Undong
Saemaul Undong started in 1970 as a rural development project for poverty reduction, using communities as the base unit, can be referred to as Korean model of community development project, policy and developmental plan. Saemaul Undong, aiming at better lives, started from rural villages to fishing, suburban villages and gradually expanded to nationwide and sublimated into a national movement. Furthermore, since the year 2000, Saemaul Undong has been utilized as a development strategy for developing countries through various entities. Therefore, this study aims to analyzed President Park Chung Hee’s memorandum and speeches on Saemaul Undong, especially in 1970s of particular importance, using text analysis methods to assess the basic principles and its value structure. The analysis of this study examines how President Park Chung Hee’s principles of Saemaul Undong had been conceptualized, practiced and incorporated into national movement and employed civic consciousness among the people. Finally, the findings of this study will redound to draw its value structure by making a comparison between Saemaul Undong and Saemaul Development, an advanced concepts of Saemaul Undong for international development context.
