With the Pyeong Chang Winter Olympic Games in February 2018, the summit meeting between North and South Korea, North Korea and the United States, and North Korea and China are being held annually, hopes for peaceful unification on the Korean peninsula are increasing. In this context, this study aims at exploring the change of the administrative system of Korea, that is, the reorganization of the status and functions of the province in preparation for unification. For this purpose, this study first examined the theoretical and practical basis for the necessity of unification of North and South Korea, the historical change process of local administrative system, and the legal status and functions of the province. Second, this study examined South Korea s law and institutional reality on the status and functions of the province and the reform process in the previous governments. Finally, this study sought to reorganize the status and functions of the provinces from the standpoint of both long and short term in preparation for the unification of North and South Korea. The results of this study are as follows. From the short-term viewpoint, assuming the presence of the province as it is now, it is necessary to transfer the authority and the administrative affairs of the provinces to city, country and district, and to strengthen the broader administrative adjustment functions of the province. From a long-term viewpoint, regardless of the current status of the province, there is a need to reestablish the status and functions of the province in preparation for the unification of North and South Korea, new welfare demands, and new technologies and globalization.
