Application of Contribution Analysis Method in Official Development Assistance Projects: The Case of Azerbaijan

This paper theoretically reviews how the effects of ODA projects can be made in ODA recipient countries at country level, in particular, how the effects can be measured, and what methodologies can be employed, and attempts to apply the contribution analysis method in a recipient country, Azerbaijan, which is one of the Korea’s ODA priority countries. This paper also emphasizes the importance of System Dynamics Approach in applying the contribution analysis method in the sense that the approach can provide us with information related to inter-relationships among factors involved in the analysis process. The analysis results show that the effects of the ODA projects performed by Korean government in Azerbaijan have made some significant impacts on the governance sector, compared to other sectors, and also those effects can be measured as long as the contribution analysis method is properly and sensibly applied.
