This study aims to search effective ways to improve management performance evaluation system including assessment resources, evaluation execution, and evaluation results and utilization. This research conducted a survey of a comprehensive opinion against a performance-based evaluation system on experts who had experience in management performance assessment and analyzed the result using Analytic Hierarchy Process. AHP revealed that experts should put the highest priority on the evaluation execution in improving the management performance evaluation system of local investment agency. Experts recognized that customized assessment indicators, which were derived based on the validity, measurability, and reliability of the index system, were the most important. And they pointed out that it is necessary for Ministry of the Interior and Safety to develop and implement plans in an integrated manner.
