A Comparative Analysis on the Mechanism of Handicapped Welfare Policy: Focused on the Handicapped Welfare Policy of Korea and Sweden

(Purpose) The demand for social welfare policies for the disabled is growing. Accordingly discussion on what kind of policies for the disabled Korea administration should adopt is needed. But an imitating any policy of other countries is undesirable. Instead, It is recommendable to find and modify some improvement points through comparative analysis in view of the Korean society. So this study is providing the direction Korea can follow, comparing Korean policy with Swedish one. Specifically, it attempts to stimulate the active change in the social welfare sector. It’s also in an effort to realize, in the long run, an egalitarian society in the near future. (Design/methodology/approach) In this study, following the method of document investigation, research is conducted to find improvement points on which we can focus by comparing Korean and Swedish social welfare policy for the disabled with four criteria. It used the method of difference in the comparative research method. (Findings) Through this study, we can find shortcomings Korean welfare policy needs to improve. In detail, hardening the decentralization system, organizing voluntary disabled organization, maintaining growing tendency of welfare spending, encouraging social effort(for example, a legal institutionalization) for social normalization of disabled and executing active surveillance of companies’ compliance with social duties are needed as improvements. (Research implications or Originality) If these are gradually reflected to the actual Korean policy, there will be a positive influence for establishing Korean social welfare system for the disabled which can be comparable with the system of advanced welfare nations in Northern Europe.
