(Purpose) The purpose of this study is to analyze the development philosophy and discourse of President Park Chung-hee, who led advanced economy and its economic and social development in the 1960s and 1970s. (Design/methodology/approach) The research design adopted an exploratory sequential data analysis, and proceeded in the form of a mixed study where both qualitative and text data were collected and analyzed. In this study, keywords by each topic are drawn based on the degree centrality and topic modeling method. (Findings) The development philosophy of President Park originated from the belief in national modernization formed through the experiences of national humiliation during the Japanese colonial period and poverty and war after liberation. This development philosophy was shaped through establishing economic and social development policies for self-reliant economy and self-defense and achieving modernization and industrialization of the country. Consequently, President Park s development philosophy and discourse can be summarized as a “policy implementation plan for modernization of the state,” which aims for comprehensive development in urban and rural areas, industries, growth, and income distribution. (Research implications or Originality) This research can provide developing countries with implications for development policy. In addition, it is expected that it will provide useful logic to the theoretical research domain of Saemaul Development Studies for better quality of life for community.
