Revitalization Strategies of Yubari City in Japan and Its Policy Implications

(Purpose) This study explores the revitalization strategies of Yubari city which have fallen into a state of financial collapse since March 2007 by focusing on countermeasure for demographic crisis. Through this case study, we want to draw useful implications on survival strategies for local governments in danger of extinction. (Design/methodology/approach) The factors that have been blamed for the fiscal crisis in Yubari city are lax management of local governments, lack of intergovernmental coordination, deactivation of the private sector and excessive tourism investment. In view of the importance of efforts to address these problems, this study focused on innovation efforts on: organization and personnel of local government, financial structure of local government, intergovernmental networks, vitalization of the private sector, and relocation of urban space. (Findings) The city of Yubari took measures to overcome the crisis of local extinction in 2017 instead of focusing only on debt repayment. While reducing non-core areas, the government established an industry department to attract businesses with the planning office in charge of village development. Financial was invested intensively in improving conditions of residence and supporting education(especially childcare). A three-way consultative body of the central government, provincial governments and local governments is formed to discuss pending issues every year. By using Hometown Contribution Program, Yubari city has a substantial financial income from outside the city. It is also pushing for phased compaction of the residential area and utilization of local resources. (Research implications or Originality) This study suggests that preemptive and gradual restructuring efforts are important for local governments in crisis of extinction, while on the other hand, expanding their network with external people(i.e. related population) and organization.
