(Purpose) The recent cases of Government Employees Pension reform in 2014 and National Pension reform in 2018 suggest that social conflicts and arguments cannot help repeating without more structural and fundamental reform measures with some differences in the degree. Therefore, this study set out to examine the process of organizational integration with the case of public pensions. (Design/methodology/approach) It analyzed the integration factors of public pensions and their importance with the AHP method, providing research implications. In this study, the AHP structure diagram was composed of 3 primary factors, 9 secondary factors, and 27 tertiary factors. Based on the factors identified in the issues and cases of public pensions integration, the investigator analyzed the importance of the factors with the survey results in institutional, financial, and political directions. (Findings) The analysis results show that the financial factors(0.389) had the highest importance, being followed by Institutional factors(0.308) and political factors(0.303) in the order. The total importance analysis results revealed a couple of main factors including the government s will to integrate, response to aging, and continuity of pension benefits. (Research implications or Originality) Based on the analysis results, the following implications were drawn. First, the analysis results point to the greatest importance on the government s will to integrate for integration along with a need to integrate public pensions for the social solidarity of all people. Secondly, there is a need to reinforce the public pension system in reaction to the poverty issues following aging and explore the idea of integrating the public pensions. Finally, the analysis results indicate that funding is an important issue in the integration of pensions.
