The Changes and Policy Implications in Foreign Cultural Policy Focused on Chinese Language Education: Focused on Confucius Institute

(Purpose) The purpose of the study is to obtain policy implications for Korea s foreign cultural border. Among other countries, China considered that the most effective way to strengthen soft power is to improve the external attractiveness of Chinese culture, and devised a plan to expand external cultural exchanges. (Design/methodology/approach) This study focuses on cultural exchange centered on language education along with an in-depth analysis of the establishment process, management and operation system of Confucius Institute, which is evaluated as being an outpost of cultural exchange from the external aspect of China. In accordance with this, overseas case studies were conducted on cultural education centers in the UK, Spain, Germany and Japan. (Findings) As a result of the analysis, one of the most important factors that allowed Confucius Institute to rapidly spread around the world as an important cultural platform of China s foreign cultural policy was the rapid growth of the Chinese economy, but looking at growth factors other than those of the Chinese economy, it is unique. It can be classified into cooperation methods, provision of various education and exchange programs based on demand, and strong support from the Chinese government. (Research implications or Originality) This article may provide implications for future discussions based on the results of this analysis. In the case of the Korean Education Center, which mainly plays a role of foreign cultural exchange, centering on language education in Korea, it enhances clarity on the operation method of various education programs based on core principles, and is institutional in terms of staff management, budget and accounting management. It presents implications that it is necessary to improve the degree of completion.
