The Politics and Numbers in International Development Cooperation

연구목적: 국제개발협력 분야에서 정교한 수의 생산과 이용은 강력한 정책적 수단이 되고 있다. 수의 확산이 발전에 대한 광범위한 공감대를 형성하는 데에는 유리할지 모르나, 어떻게 수의 크기가 발전을 보증할 수 있느냐는 근본적인 질문이 남는다. 이에 본 연구는 국제개발협력에서의 수의 정치적 현상을 규명하고자 한다. 연구의 중요성: 본 연구는 국제개발협력의 목적과 사업 방식이 수의 체계에 의해 어떻게 영향을 받고 있으며 그로 인한 문제가 무엇인지를 살펴보았다. 연구방법론: 국제개발협력에서의 수의 정치 현상을 살펴보고, 이를 비판하는 주요 이론과 사례 문헌을 검토하였다. 연구결과: 수의 정치는 국제개발협력 주요 담론 및 정책 전반에서 확인된다. 첫째, 빈곤의 총체성이 빈곤선이라는 단일한 수 체계로 제시되면서 개발의 목표는 기준선 이하의 사람 수를 헤아리는 것으로 나타났다. 둘째, 국제개발협력담론에서 개인의 삶의 총체성을 담은 기본욕구 이론이 등장하였지만, 표준화 된 평균값이 개인의 욕구를 대신하고 이러한 전통이 HDI로 집약된다. 셋째, 원조효과성 평가 방식이 통계적 방법론에 지배되고 분석 결과를 과학적 근거로 삼아 조건부원조 도입과 정책 개입의 정당성을 확보하였다. 네 번째 주제는 국제개발협력 규범이 글로벌 지표로 통약되면서 국제개발협력의 목표가 지표를 수행하는 것으로 대채될 가능성이 커졌다. 결론 및 시사점: 본 연구는 빈곤선과 구별짓기, 기본욕구의 표준화, 숫자로 평가하기, 지표의 세계정치 등 수의 정치적 현상에 대해서 논하였다. 수와 민주주의 관계를 살펴보고, 국제개발협력에서의 수의 생산과 활용이 새로운 민주주의 실천 방안이 될 수 있음을 제시하였다.

Purpose: In modern age, numbers have become a powerful way to understand the world, but the question remains, how can numbers be strong evidence for policy decisions in the field of international development cooperation. This study aims to aims the limitations of using numbers in the field of international development cooperation. Originality: This study examined how numbers affect purpose and approach of international development cooperation. Methodology: This study examined theoretical review and the phenomenon of numbers’ politics on literatures and cases. Result: Numbers have become a strong norm in international development cooperation. First, the poverty line as a single number system aims to count the number of people below the baseline. Second, a basic need theory has been standardized into HDI and it replaces the individuality. Third, as a statistical methodology and the analysis results were recognized as scientific fact, it justifies conditional aid and structural adjustment. The forth, as the norms of international development cooperation are integrated as a global indicators, there is a possibility that the development purpose will be replaced in indicator itself. Conclusions and Implication: This study examined the problems that emerged as the number system was used politically in the field of international development cooperation, and proposes establishing a number system in a democratic way.
