The degree and shape of the development of the local public enterprise differs to the country s socio-political condition. The purpose of this article is to improve the management system of local public enterprises in view of public governance. Public governance model might cope with market failure, voluntary failure, and government failure, and fulfill management function of policy problems. In Korea, local public enterprises has 134 indirect management firms and 37 mixed management firms, and they are fulfilling their own roles about government intervention and/or public governance. The effect of public governance on local public enterprises is detected usually in purpose, management, and control. This paper proposes, eventually, several alternatives for further improvement of local public enterprises. They are connected with existence significance, efficiency in management, and managerial accountability. Alleviation of the central control and solidification of public-private collaboration would play the role of the construction of local public governance.
