Did social conflict play an important role of function or dys-function in historic development of human? There are various understandings of conflict theories according to the point of view, perspective, and approach. In the first, conflict theorist support conflict s function for their seeing to achieve development through conflict in historic development of human. In the second, functionalists say that conflict in the organization or state damage to the development. Korea s social conflict divide to the five categories, class conflicts, regional conflicts, conflicts between conservative and progress, generation conflicts who are younger generation and older generation, and conflicts between labor and employer. I want to suggest the governance to resolve conflicts. The first, in the governance system to solve conflicts, there is re-structure of preventive management system, The second, there is to give real authority of conflict arbitration apparatus. The third, there is ready to social agreement formation system. The forth, there is promotion of representative of civil society, and reinforce of public interest. The fifth, there is formation of reliability.
