Great efforts have been placed on attracting tourists and promoting the regional districts by establishing a distinct identity and unique culture. Local festivals became one of the most effective means of promoting the regional districts. However, the misconceptions that festivals are uneconomical & costly, and used as a tool to promote the regional politicians are the reasons behind the growing negative perception. The government is changing the keynotes of the festivals including reorganizing the structure. The purpose of this study is to analyze the effect of social capital on residential participation and customer satisfaction of regional cultural festival. Independent variables are trust, social rule, network, communication. Parameter are attention and participation of local festivals. This paper tries to propose a new policy direction based on the evaluation of cultural tourism festivals’support policy, environmental analysis and the opinions of the festivals’practitioners. This paper essentially hopes to provide theoretical contribution regarding the creation of policies and practical contribution regarding the direction of support policies.
