This study is to analyze policy compatability and priority of the Science and Engineering Human Development and Support Plan (following the Plan) which is a representative human resource policy package for science and technology in Korea. The Plan is consisted of five policy groups, fourteen major programs, and ninety tasks that have been implemented. This paper focuses on the five policy groups and the fourteen major programs and tries to survey the opinions of relevant policy experts in order to evaluate the between and the within compatability of the five groups and fourteen the programs. This paper, then, tries to find their relative importance and priority with Analytic Hierarchy Process. This paper shows several insightful findings. First, there may need continuos and unwearying efforts for enhancing the welfare of science and engineering human resources. Second, we may need more active measures for female scientists and engineers. Third, the BK21 programs needs to be monitored and evaluated in terms of goal attainment and effectiveness. Finally, in order to provide open and diverse job opportunities for science and engineering human resources, there may need to offer not only science and techology-related classes but also liberal arts-related classes.
