People generally use plastic art as a key means and method of improving one s emotional quality of life. It is especially accessible for the young-old as welfare realized through plastic art, because it is perceived as having a valuable role in addressing the key tasks of old-age welfare as a medium of communication that helps overcome loneliness and inactivity while providing leisure and a hoppy as well as a way to participate in social activities. The change of wants following the rise in education level is also a possible factor that promotes it. Despite this, South Korea s art policy for the elderly is primarily consisted of a mainly therapeutic approach. Therefore, this paper looks at how cultural art education programs for the elderly are currently operated by breaking down to its welfare, culture, education and miscellaneous components and examines the level of want through precedent studies on the cultural needs of South Korea s elderly. This paper presents, among others, the general plastic art awareness problem among the elderly, the problem of education program content, the problem of program management by institutions and the problem of promotion as problems facing the diversification of plastic art education for the elderly and suggests as a needed measure: (1)efforts to improve the content of plastic art education programs to increase interest; (2)efforts to enhance accessibility to programs; and (3)support efforts by private firms and regional community groups.
