The purpose of this article is to compare and analyze the carrying out processes of the local agenda 21 in UK and Germany. These countries have diverse mechanisms including laws, finance, and citizen participation to contribute to sustainable development in Europe. In UK federal government has done diverse and positive policies for sustainable development, but has little coherence of the policies. It resulted from the difference of the foci and purposes of the diverse strategies, and weak incentive of the financial assistance. On the other hand, in Germany there was conflict between federal government and state governments. As a result, we can conclude that the important point of the success of local agenda 21 require local agenda 21 as the core mechanism for sustainable development.
