This paper attempts to identify the main policy concepts underlying Saemaul Undong Policy as a policy instrument, using NTA (Network Text Analysis) method, and explores structural patterning in relation to uses of words and phrases regarding Saemaul Undong Policy. In doing so, it analyses the editorials of five major newspapers in Korea published from 1972 to 1979, during which the policy was implemented in earnest. The main indicators including centralisation, internal degree centrality, external degree centrality, and closeness, are analyzed and some significant policy implications are derived from. It is found that the main key concepts underlying Saemaul Undong Policy are community, self-help, diligence, community leadership, networked development. However, additional empirical evidence and theoretical development are needed to clarify the ways and extent to which analysis results of text networks denoted in five newspapers differ, as well as potential consequences of observed differences.
