Analysis of the Critical Issues on Superintendent s Election System and Political Propensity Coincidence between Local Governor and Superintendent

This study reviews the problems regarding current election system of the Superintendent in Korea, and analyzes political propensity coincidence between local governor and Superintendent, utilizing Network Text Analysis and FSQCA (Fuzzy Set Qualitative Comparative Analysis) method. The two methods employed in this study have rarely been used in the analysis of education policy area. This study aims to find out critical issues surrounding the election system of the Superintendent and to examine the set of the factors affecting the effective education service provision, and to identify whether the political propensity coincidence between local governor and the Superintendent is critical factor in providing effective education service or not. The analysis shows that election corruption, election money, bribery, political conflict between the Superintendent and local governor, and public indifference to the Superintendent s election remain unsettled in the direct election system of the Superintendent by residents. It also shows that the coincidence of political propensity between the two is crucial in providing effective education service.
