The study is to analysis the effects between organizational culture and performance management system using receptiveness of performance management systems a mediator variable. To deduction the implications survey and interviews were used targeted at Seoul local government public officials. The analysis result is as follows, for the first, clan and adhocracy culture is an important factor to increase the receptiveness of performance management system. Second, change and innovation volition to the citizen has a correlation with clan, adhocracy, and market culture. Third, receptiveness to the citizen has a correlation with clan, adhocracy, and market culture. For the last clan and adhocracy culture has a correlation at change and innovation volition and receptiveness to the citizen by receptiveness of performance management systemas a mediator variable.
