With the enactment of the Workers’ Compensation Act in 1963, South Korea introduced the Workers’ Compensation Insurance Scheme to protect the injured workers. Looking back to the developmental experience and operational process of Workers’ Compensation Insurance Scheme, one can clearly see that the operation of the scheme in terms of its institutional development can be divided into government-driven operation and COMWEL-commissioned operation. This paper suggests that South Korea has sufficiently accumulated the development experiences with the operation of Workers’ Compensation Insurance Scheme. It have pursued institutional reforms to establish a more mature and stable system. However, as mentioned in this paper, the Workers’ Compensation Insurance Scheme have to preparing for new developmental experiences and policy challenges in the future. Expecially, these development experiences with the scheme represent comparative competitiveness in WCI services. In finally, the paper insist on the continuous institutional reforms under various socioeconomic changes, it will contribute to the strengthening of social security in South Korea.
