This study aims to examine how civil affairs appear or disappear and what causes the civil affairs to appear or to disappear in order to help alleviate document burdens and/or provide convenience, such as paper reduction, to the people by improving the civil affairs administration, especially simplifying civil affairs. To begin with, it is uncovered from the analysis of the contents of notification by means of the civil service handling standards that foundation of civil affairs administration come from excavation of it by departments or administrative agencies themselves, that is, establishment by departments or administrative agencies themselves, while most of the abolition of it results from the external factors. This suggests that it may be difficult to prevent or abolish the civil affairs administration without external intervention into it. To prevent foundation of unnecessary civil affairs administration, it is necessary to make in-depth examination of the effectiveness as well as the validity of new civil affairs foundation. It is further necessary to guide the departments or the administrative agencies which found new civil affairs administration. In light of such fact, it is implied that it is essential that establishment of a new civil affairs administration should be determined based upon specific and substantive prediagnosis of how much it will have an impact on citizens.
