The Effectiveness of Stipend System for a Local Council : focused on the Change of Legislative Professionalization and Legislative Activity.

The stipend system for local council was introduced to enhance the legislator’s professionalism and to promote legislative activity. This paper is about how the legislator’s professionalism and the legislative activation have been changed after the stipend system was adopted. The research results show that (1) the rate of professionals or full-time legislators are not increased and the ages of the legislators are not changed signigically. (2) The number of city council meeting and the legislator’s attendance rate have been decreasing. (3) Although the education level of legislator is higher, we can’t conclusively say that it is the effect of the stipend system. (4) The rate of bill proposal has been increasing while the rate of question about administration has been decreasing. The analysis of causality between the legislator’s professionalism and the legislative activation finds that the higher council meeting attendance, the higher lagislative performance.
