코로나19 상황에서 육아종합지원센터 가정양육 지원사업 운영의 어려움과 지원요구

Difficulties and Support Needs in Operating the Projects of Supporting-Home- Childcare in the Support Centers for Childcare in the COVID-19 Pandemic

본 연구의 목적은 코로나19 상황에서 육아종합지원센터 가정양육 지원사업 운영의 어려움과 지원요구를 알아봄으로써 향후 가정양육 지원사업 운영 개선 및 발전 방향을 제안하는데 있다. 본 연구는 서울, 경기 지역 육아종합지원센터에서 가정양육 지원사업을 담당하는 보육전문요원 6인을 대상으로 2020년 12월 1~4주까지 개별 면담을 통해 이루어졌다. 연구결과, 보육전문요원들은 예측 불가한 상황에서의 사업 진행, 온라인매체 활용과 적응, 재난상황에 따른 공통 대응매뉴얼 미흡, 담당자의 업무 과다 및 역량 부족으로 인해 어려움을 겪고 있었다. 이에 보육전문요원들은 신속한 재난대응을 위한 전달체계 구축, 센터 간 정보나 아이디어 공유, 온라인 서비스 개선에 대한 지원을 필요로 하였다. 또한 코로나19 상황 가운데, 담당자로서 센터 사업 전반에 대한 이해, 비대면 사업에 대한 이용 가정의 만족도, 영상제작 능력, 직원 간 소통이 향상되었다는 긍정적인 측면에도 의미를 두고 있었다.

The objective of this study is to investigate the difficulties and support needs in operating the projects of supporting home childcare in the support centers for childcare in the COVID-19 pandemic and to suggest future directions for improving and developing the operation of the projects of supporting home childcare. This study was conducted through individual interviews from the first to the fourth week of December 2020 with 6 agents in charge of the projects of supporting home childcare in the support centers for childcare in Seoul and Gyeonggi Province. As a result of the study, the agents have struggled with the project operation in the unpredictable situations, utilization and adaptation of online media, lack of the common response manuals for disaster situations, excessive workload of agents, and lack of capability. Therefore, childcare agents needed the support for establishing a delivery system for rapid responses to disasters, sharing information and ideas between the centers, and improving the online services. Also, among the COVID-19 pandemic, there were positive aspects that understanding of the overall center business as a person in charge, satisfaction of households using non-face-to-face projects, improved video production capabilities, and expanded communication between employees.
