Study on Digital Devide Cancellation Act

Information and communications technologies have become an integral part of life in an information society, affecting employment, education and many other activities. For low-incomer, farmer, fisherman, person with disabilities, the aged and housekeeper, equal access to telecommunications remains a concern, as many technologies that are developed do not allow for equal access. Individuals with disabilities who are members of the public seeking information or services from a government or agency to have access to and use of information and data that is comparable to the access to and use of the information and data by such members of the public who are not individuals with disabilities. Law and policy about digital divided cancellation have made significant progress. However barriers remain to the social inclusion of persons with disabilities in telecommunications technologies and services. This paper examines the importance of equal access to IT technologies and services for low-incomer or person with disabilities etc. in both the formulation and the implementation of law. Analyzing issues of korean Digital Divide Cancellation Act, this paper propose enactment of the telecommunication relay service for persons with disabilities.
