방재 민간네트워크 구축 활성화와 소방방재청의 역할에 관한 연구

A Study on the Establishment of Civil Network for Emergency Management and the Role of NEMA

The purpose of paper is to contribute to the establishment of civil network for emergency management by drawing policy alternatives for the NEMA With the rapid changes of environment, the network, which does not show a feature of neither government nor market, is getting out of the traditional governing paradigm. There are a lot of controversies on network, because of incomplete identity of flexible network. Yet, the civil network for emergency management should be based on the relationship, because civil organizations for emergency management share many including ① the same goal, ② the independence of members, ③ unique connection, ④ many leaders, and ⑤ two way decision making. Whereas more developed countries established the IAEM, the JR Higashi Nihon, the CDMHA, and GDIN for the last twenty years, developing countries established UN supported organizations in their areas without the network in Africa and South East Asia. In Korea, the KDSN as a civil network was established in December 2004 and it is in the middle of making a national telecommunication network via TRS despite its lack of funds. In the NEMA, the Safety Culture Team plays a role in supporting the civil network. As a major tenet of this paper is followings; First, the NEMA should actively support in order for the KDSN to make the ROK National Red Cross be located under its authority. Second, the NEMA did not do anything special for the KDSN unlike the case of advanced countries, so it should allocate funds for the KDSN with the support of Act of Natural Disaster Management and encourages the local governments to use of Emergency Management Fund. Third, because the KDSN will be able to increase the number of TRS users, the NEMA should support KDSN s telecommunication network.
