A Study on Role-Setting of Civic Ombudsman- A Survey on Cognition of Citizen, Public Servants, City Congress Members -

A type of ombudsman varies with how its role is given priority of. Thus, conversely saying, setting a role of ombudsman could be started from by defining the type of ombudsman. The decision, setting up an ombudsman and giving a certain role to it, is influenced by our historical tradition, condition of society, and culture. Moreover, since local government have extended their involvement in the inhabitant’s living, the ombudsman system should be changed. With these circumstances, this study analyzed cognition of citizen, public servants, city congress members upon setting up the ombudsman’s role. To simply illustrate the result of the study, there are four plans stated below to set up the role and activate ombudsman system in good manner. First, ombudsman system should be spread out in local governments, as a preparation of localization of the public service. Second, ombudsman’ status should be guaranteed, and the ombudsman should be required their specialty. Third, ombudsman’ authority should be secured, because they are short on authority upon their work. Fourth, deliberate participation from citizen should be required, because ombudsman’s progressive supervision is based on their participation.
